I've used both, and iStock's 4K footage is pretty solid, on par with Shutterstock for sure. Sometimes I find iStock has slightly more unique angles.

Quality is good on iStock for video, I haven't noticed a huge difference from Shutterstock personally. Maybe check the signature collection for the real good stuff.
